22-SHIFT LIMITATION ARBITATION AWARD
for all Steady CY, Heavy Lift, UTR, and Rail Pusher
Please read the decision from Southern California Area Arbitration Award #1-2014 (SCAA-0001-2014). This decision is based upon a rule that was established in 1972. If you are a steady CY, Heavy Lift, UTR, or Rail Pusher Operator you can be worked a maximum of 22-shifts in a calendar month by your steady Employer. This does not mean that you cannot volunteer from the Dispatch Hall on your days off. It simply means your Employer can only schedule you for 22 days in the month.

The following decision shall be in accordance with the Kagel interpretation of the Steady Skilled Men Addendum that has remained unchanged for over forty (40) years.
DECISION:

The Employer shall be limited to working steady men to 22 days per calendar month in the following categories: CY, Heavy Lift, UTR, and Rail Pusher.

The effective date of this Award is modified to begin on February 1, 2014.

Either party may request after March 1, 2014 a review of the decision at the local level and present their respective positions as it pertains to whether equalization has been accomplished.

The parties are not precluded from mutually agreeing to a different equalization formula.

NOMINATIONS OPEN FOR
2014 SPRING ELECTION
Nominations for the 2014 Spring Election will open at the Regular Membership Meeting on Thursday, February 6, 2014 for the following offices and committees:
President (1), Vice-President (1), LRC Representative (1), Day Business Agent (1), Night Business Agent (1), Trustee (2), Day Dispatchers (5), Day Flex Dispatcher (1), Chairman of Stewards (1), Casual Hall Dispatcher (1), Casual Hall Sgt.-At-Arms (1), Publicity Committee (3), Promotions Committee (3), Grievance Committee (10), Membership Committee (16), Political Action Committee (6) and Executive Board (25).
The deadline for the submission of nominees is Saturday, March 8, 2014 at 10:00 a.m. Nomination papers must be turned in at ILWU Local 13, 630 S. Centre Street, San Pedro, CA 90731.
Elections will be held on Tuesday, March 11, Wednesday, March 12 and Thursday, March 13, 2014. Run-off elections will be held on Tuesday, March 25 Wednesday, March 26, and Thursday, March 27, 2014. Voting will take place at the ILWU Memorial Hall, 231 W. “C” Street, Wilmington, 90744. The polls will be open from 6:00 a.m. to 6:00 p.m. on each day.
ELIGIBILITY TO RUN FOR OFFICE
In accordance with the Constitution and By-Laws, Article IV, Section 1, Sub-Section (f) and Article XI, Section 1, Sub-Section (b). For a member to be considered in good standing, they shall have their dues, fines, and assessments paid in full every month for twelve consecutive months prior to picking up a nomination form. No nomination form shall be issued to the member if these criteria has not been met.
Article IV, Section 1, (f)
“In order to have his name placed on the ballot and to hold any office or position, each candidate must have been in good standing and an active Longshoreman in the industry in this Local or working in the ILWU for the previous twelve (12) months.”
Article XI, Section 1, (b)
“Dues are due and payable on the first day of each month. A member is in good standing only when his dues, assessments or other indebtedness are paid on or before the delinquent dates, as determined by the Local.”
OFFICE OF LOCAL 13 WILL BE CLOSED FOR PRESIDENT’S DAY
The Office of Local 13 will be closed on Monday, February 17, 2014 in observance of President’s Day.
