Clerk Transfer Applications

If you are interested in clerk transfer, you MUST fill out an application.  THE TRIPARTY LRC HAS AGREED THAT ALL FORMER APPLICATIONS ON FILE ARE NOT VALID FOR THE NEXT TRANSFER.  New applications will be available for a period of 30 calendar days beginning Monday, August 5, 2019.  You may pick up an application from Ray Pearson in the Records Room at the Local 13 Dispatch Hall between the hours of 6:30 a.m. and 3:30 p.m., Monday through Friday.  

All applications must be completely filled out, signed, and returned in person to the Pacific Maritime Association’s office in Long Beach no later than 4:00 p.m. on Monday, September 3, 2019.  PMA’s address is 1 World Trade Center, Suite 1700, Long Beach, CA.  Applications will be received by PMA Monday through Friday, from 8:30 a.m. to 12:00 p.m. and 1:00 p.m. to 4:00 p.m.  Late applications will not be accepted.  

THERE IS CURRENTLY NO APPROVED REFERRAL FOR TRANSFER TO MARINE CLERK!!!  THIS APPLICATION PROCESS IF FOR LIST PLACEMENT ONLY!!!!!    Transfers occurring between August 5, 2019 and July 1, 2021 will be made from applications received from August 5, 2019 through September 3, 2019. 

In accordance with Supplement I-A and Supplement II of the Pacific Coast Longshore and Clerk Agreements and Section 5 of the Coastwise Rules, the following criteria must be met in order for longshore workers to qualify for transfer to clerk registration:

Transfer applicants must have five years of full Class “A” longshore registration as of September 3, 2019. Transfer applicants that are Herman-Flynn Mechanics must have satisfied their 12-year steady obligations or, if no longer under steady employment, must have satisfied their 15-year obligation as of September 3, 3019

Transfer applicants must have worked the required hours to have qualified for a two (2)-week basic vacation in each of the previous two (2) years.  This requirement may be waived for up to a maximum of one (1) year for individuals off work due to industrial illness or injury.  See Supplement 1-A, Section 9.11 for waiver procedures.  Waiver documentation will be submitted, in person, to ILWU Local 13 Business Office, if necessary.  Following September 3, 2019, the Union will request Section 9.11 documentation when required.

Transfer applicants must pass the ARRO Cognitive Test.

Transfer applicants must pass a CRT Keyboard Skill Test, which includes a typing test for speed and accuracy. The CRT Keyboard Skill Test will be conducted on a walk-in basis at the ILWU-PMA Training Center in Wilmington from September 9, 2019 to September 11, 2019 and September 16, 2019 to September 18, 2019 from 8:30 a.m. to 11:30 a.m. and 1:00 p.m. to 4:00 p.m.  The ILWU-PMA Training Center’s address is 627 N. Fries Avenue, Wilmington, CA 90744.  Any applicant’s CRT Keyboard Skill Test must be started by 3:30 p.m. on September 18, 2019 and must be completed by 4:00 p.m.

Applicants that successfully meet the above requirements shall be placed in a pool of applicants for selection.  Selection shall be from applicants by seniority for 50% of the total number of transfers, and the Employers shall select the remaining 50%. 

 

For applicants who have yet to take or pass the ARRO Cognitive, sign-up sheets for such testing will be available when applications are returned to the PMA Long Beach office. A list will be made available at the Local 13 Dispatch Hall Records’ Room and the PMA office in Long Beach beginning August 5, 2019 for individuals to reference their current testing certifications.
